The JSR281 Reference Implementation (RI) is available as open source under Apache Version 2.0 Licensing terms from Ericsson.

The RI code is licensed under Apache Version 2.0 License, and can be reused under the terms of that license.
The RI as provided by Ericsson will pass the TCK. If you make any additions or changes to it you need to re-run the TCK in order to receive TCK compliance.
The main intent of the RI is to be an implementation of the JSR281 API, thus new features will be added when maintenance releases of JSR281 are performed. However, minor bug fixes will be made continously. New versions of the RI will be announced in the forum.
No. The RI will provide functionality covered by the JSR281 API. However, there is certain functionality which is transparent in the API that may be required, but is not part of the RI code base. Please see the Installation Guidelines for more information about what is needed.
Presently we accept reports concerning bugs found in the RI. We cannot accept code contributions from outside Ericsson at the moment, unfortunately.

The entire RI code base comes from Ericsson. No external (outside Ericsson) code has been used, and the entire code base is under Ericsson copyright.

Yes, there are several options depending on what you need. Ericsson offers a commercial grade implementation as part of our mobile platform offering. For development purposes, the SDS development environment that supports IMS clients. If you wish to explore IMS client APIs further you can also sign up for the HiFIve project at http://labs.ericsson.com.
