      The Digital Networks Act may be telecom regulation, but its importance extends well beyond the sector. At its core, it is about something much bigger: whether Europe can create the right conditions for faster and more effective investment in secure, advanced and scalable connectivity networks. These investments matter because there is no longer such a thing as a distinct “digital economy”. From energy systems and transport networks to public services and industrial production, almost every part of Europe’s economy now depends on high-performance connectivity. As traditional industries transform, better networks, including 5G Standalone, will be critical to Europe’s competitiveness. 

      Why the Digital Networks Act matters

      The Digital Networks Act, often shortened to DNA, can play an important role in helping Europe strengthen its position in artificial intelligence, industrial transformation, digital public services, security and decarbonization. All of this depends on networks that can do more than provide basic internet access. They need to be secure, high-performing and able to support advanced services at scale. 

      The DNA is designed to modernize Europe’s telecom regulatory framework and move the region away from fragmented national rules towards a more investment-friendly Single Market for connectivity. In practical terms, it is about making it easier to build, upgrade and secure the networks Europe will need in the next decade.  

      The DNA proposal correctly positions advanced connectivity as central to Europe’s competitiveness and resilience. This reflects a broader shift in thinking: connectivity is no longer just a consumer service. It is part of the economic fabric of Europe, supporting public services, businesses, industry and citizens’ daily lives. 

      Reducing fragmentation to unlock network investment 

      Europe has many strengths. It has world-class technology companies, strong research and development capabilities, and significant progress on 5G coverage. However, it also has a structural problem: fragmentation. 

      The European telecom market has more than 100 operators across 27 countries, with different national rules on spectrum, licensing, authorization and market structure. That creates complexity, limits scale and makes long-term investment harder, at exactly the moment when Europe needs more powerful networks that can support everything from AI applications, robotics and industrial automation to smart energy systems and connected transport. 

      The Digital Networks Act is meant to address this by creating a more coherent European framework for connectivity. It aims to simplify market rules, improve spectrum policy, support next-generation networks and create better investment conditions for technologies such as 5G Standalone. 

      Connectivity as critical infrastructure: the need for a common European approach 

      Connectivity is a cornerstone of our European economy and as such of our economic security. It supports factories, hospitals, energy systems, transport networks, public safety organizations and digital services used every day by citizens and businesses. As AI, cloud, automation and connected devices become more widespread, the role of networks becomes even more important. This means advanced 5G and 5G Standalone should be treated not as isolated telecom upgrades, but as strategic assets in industrial policy, public procurement, funding programs and Europe’s broader plans for competitiveness and resilience. 

      This is where the Digital Networks Act and the revised Cybersecurity Act work hand in glove. The revised Cybersecurity Act is expected to strengthen the 5G security toolbox and move Europe towards a clearer EU-wide framework. It is also expected to support common criteria for high-risk vendors and enable coordinated restrictions where needed to reduce systemic risk.  

      For operators, this kind of clarity matters because it supports long-term planning. A more coherent security rulebook makes it easier to modernize networks with trusted suppliers and avoid uncertainty around future requirements. For Europe, the benefit is wider. It would help reduce the current patchwork of national approaches and ensure that supply-chain safeguards are built into the infrastructure Europe increasingly depends on. 

      The aim should be clear: secure by design, not secure by exception. 

      Spectrum policy is one of the biggest tests

      Spectrum policy may sound technical, but it is one of the most important parts of the Digital Networks Act as spectrum is the foundation of mobile networks. Both the Letta and Draghi reports highlighted the importance of investment friendly spectrum licensing and pricing in bridging Europe’s connectivity gap. Without access to the right spectrum, at the right time and under the right conditions, operators cannot build the capacity and performance needed for advanced 5G services.  

      Today, spectrum rules still vary significantly across Europe, and many are not sufficiently investment- friendly, making it harder for operators to plan at scale and invest with confidence. The DNA proposal’s best practice provisions on auction design, license duration, renewals, fees and market shaping measures can play a critical role in promoting consistent investment friendly spectrum licensing policies. Meanwhile the “Union radio spectrum single market procedure” can help anchor and diffuse these best practices across all EU-27 markets. 

      The practical point is simple: spectrum policy should support network investment, not make it harder. Recent GSMA analysis suggests that more investment-friendly spectrum renewal policies could avoid around €30 billion in aggregate costs, resources that could instead support the rollout of 5G Standalone across populated areas. Europe needs to move away from short-term, revenue-maximizing spectrum auctions and towards models that encourage faster and deeper rollout of 5G Standalone and mid-band capacity. Longer investment horizons and more predictable licensing would make it easier for operators to modernize networks at the scale Europe needs. 

      5G Standalone is where this becomes real 

      The Digital Networks Act will matter most if it helps accelerate advanced connectivity in the real economy. A central part of that is 5G Standalone. Many 5G deployments today still rely on a 4G core. 5G Standalone is a significant step forward: it enables more advanced capabilities, including network slicing, differentiated quality of service, lower latency and more reliable performance for demanding applications.  

      That matters because the next phase of digitalization will require more than best-effort connectivity. AI-enabled factories, smart ports, connected ambulances, mission-critical rail communications and next-generation public services need networks that can deliver predictable performance. They also need stronger uplink capacity, better reliability and stronger security. 

      In practical terms, this means connectivity that can be adapted to the needs of different users and applications. A hospital, factory, port or emergency service may not need the same network conditions as a consumer streaming a video. 5G Standalone makes it possible to support more demanding use cases with greater reliability, security and performance, while maintaining high-quality connectivity for essential services and everyday users. 

      What changes in practice 

      Although the Digital Networks Act is being shaped at EU level, its practical impact will depend on how it changes investment conditions, network deployment and service quality across Member States, businesses, public services and, indirectly, citizens too. 

      For operators, it could mean clearer spectrum rules, longer license horizons, simpler authorization processes and greater regulatory predictability across markets. That would make investment planning easier and support more advanced services such as 5G Standalone, slicing, private networks and differentiated quality of service. 

      For governments and regulators, it would provide a stronger basis for treating connectivity as part of industrial policy, AI strategy and national resilience, not just as a telecom issue. 

      For enterprises and public services, it could mean faster access to more capable networks. Manufacturing, logistics, healthcare, energy and public safety organizations would be better placed to use high-performance 5G as part of their operational backbone. 

      For citizens, the impact may not always be visible, but it would still matter. Better network quality and resilience are most important when services are essential: emergency communications, healthcare, transport, public administration and critical online services. 

      Ambition will decide the outcome 

      The final impact of the Digital Networks Act will depend on how much ambition is preserved during the legislative process. Europe cannot afford a fragmented approach to connectivity when competitiveness, resilience and security increasingly depend on advanced, secure and scalable networks. The ultimate test of the DNA will be whether it better incentivizes investment in the connectivity infrastructure Europe needs for the next decade.  

      Investment should be its North Star. If implemented with ambition, the DNA can make Europe a more attractive place to invest in next-generation networks. It can accelerate the rollout of 5G Standalone and differentiated connectivity. And it can provide a more coherent security and supply-chain framework for the infrastructure Europe increasingly depends on. 

      The stakes go beyond telecom regulation. The question is whether Europe can create the conditions for advanced connectivity to support its next wave of growth, innovation and resilience.
