Preparing for Billing in the Future
StarHub CIO Kee Yaw Yee is implementing an exciting challenger vision of innovation and digitalisation as the company prepares for 5G.
StarHub is currently engaged in a strategic transformation to provide greater customer experience, efficiency, competitiveness and agility. This is to align with Singapore’s 5G and Smart Nation initiatives.
StarHub had a plan to modernize its Billing system provided by Ericsson some years ago. StarHub wanted to enable new business areas and digital offers for Singaporeans by moving from custom software to one that is standard-based, easily maintainable and configurable.
It was an unprecedented challenge for Ericsson: millions of subscribers and contracts had to be migrated, along with ten years of financial data, and the cutover had to be completed in one standard maintenance window of eight hours.
The solution was an upgrade to the latest version of the Ericsson Billing software, a convergent billing solution for telecoms operators with an unrivalled combination of out-of-the-box features and high configurability, to provide billing for all consumer and enterprise postpaid customers in a fully virtualized environment and an architecture that provides continuous operations without disruption. In addition, the solution brings upgraded security with the latest encryption capabilities.
This project would be the first implementation of this software release for a true quad-play provider with billing for fixed, mobile, internet and TV services. In order to further strengthen StarHub’s competitive position, the software also allows for enabling other Billing features in the future as required.
Because of the data migration, and the limited maintenance window, StarHub and Ericsson worked together to meticulously plan and test all the requirements, resulting in a successful first attempt.
The modernized system delivered on all the requirements, with Ericsson and third-party software fully upgraded and performance improved by more than double. The extra capacity allows StarHub to launch new innovative products, including high traffic cases and further capacity for online payment channels.
New features available with the latest software will enable StarHub to explore important new areas such as Enterprise Business Innovation, monetising extended enterprise and partner models with high traffic demands and also improving efficiency for supporting even their largest customers.
Additional efficiencies include automating existing manual billing, consolidation of enterprise billing and bringing dunning functions into the new billing system
